LISBON STRATEGY

    A first assessment of action at European level within the partnership for Growth and Jobs demonstrates that the relaunched Strategy is starting to deliver results. The first progress report on the implementation of the Community Lisbon Programme (CLP) shows that by 31July 2006, the European Commission had adopted 75 of the 102 policy actions covered by the CLP up to 2007.

      Drawing on lessons learnt from five years of implementing the Lisbon Strategy, the European Council in March 2005 decided on a fundamental re-launch. It agreed to refocus priorities on jobs and growth coherent with the Sustainable Development Strategy, by mobilising to a greater degree all appropriate national and Community resources. It also agreed on a new governance cycle based on partnership and ownership.

Development has its own momentum, but policies can make a difference. The future can create different conditions for the citizens in different parts of Europe, for economic development and competitiveness and for cohesion within the European territory, its regions and cities
            In order to support a debate at European level and the involvement of regions, cities and larger territories, ESPON has carried through the applied research project 3.2 with the aim of presenting contrasting spatial scenarios for the European territory.

                    The re-launched growth and jobs strategy is the flagship policy of the Barroso Commission – and it is working. The reform process is bearing fruit. The current economic upturn now provides a unique window of opportunity to quicken the pace of reform. It is an opportunity that must not be missed. Those are the main messages of the Commission’s key annual report on the progress of economic reform across Europe, published today. The report invites the Council to formally adopt country specific recommendations designed to guide the reform efforts of Member States. It will be submitted to the Spring European Council in March 2007.

                      This year's report examines the first ever integrated national strategies on social inclusion, pensions, healthcare and long-term care. It reviews the main trends across the EU and at national level. The report includes country profiles identifying the key challenges in each Member State. The EU's system of common objectives, assessment and reporting for social protection and inclusion – the 'open method of coordination' – operates in parallel with the strategy for growth and jobs. The Joint Report on Social Protection and Social Inclusion will be presented to EU leaders t and will feed into the conclusions of the Spring Summit.

                        EUA Conference 2006: "European Universities as Catalysts in Promoting Regional Innovation" The general objective of the Brno Conference was to provide a “showcase” of university good practices in working at the regional level. In addition, EUA viewed the Brno Conference as an important initiative in bringing the voice and experience of the universities into the debate on the future development of regional policy, particularly given the new emphasis being placed on science and technology investment. The conference was hosted by the six universities based in Brno because this was an excellent example of a European region where strategic cooperation between universities, regional authorities and business enterprises in research and innovation was being developed productively
